New Tier 3 Mitigations

The Governor announced that the state of Illinois will be moving into Tier 3 mitigations on Friday, November 20. The announcement includes an order to pause indoor recreation activities.

Glencoe Park District program managers have contingency plans in place and will be contacting program participants by the end of the day with those plans. Updates will also be posted to our website as information becomes available.

Tier 3 allows for essential childcare and preschool, which includes Children’s Circle, Early Learning Center, and Kids Club Essential Enrichment Camp, to continue to operate following guidelines supplied by DCFS and the IDPH.

Outdoor activities, including skating at Watts ice rinks, will continue with limited capacity. The state’s guidelines, as it relates to general Park District operations, are below:

Fitness

Glencoe Fitness

  • Glencoe Fitness will continue to operate at 25% capacity (5 people per time slot)  
  • Face masks are required at all times
  • Reservations to use Glencoe Fitness are required (no walk-ins allowed)
  • Showers are closed

Fitness Classes

  • No indoor group fitness classes are allowed
  • Outdoor classes require a face covering at all time

Indoor Recreational Activities

Preschool Enrichment Programs, Youth Enrichments Programs, Adult Art/Ceramics Programs

  • Pause all indoor group sporting and recreational activities, including youth and adult recreational sports.  
  • All indoor preschool/youth/adult enrichment programs will move to COVID contingency plan stated on registration materials. Program managers will reach out to participants by end of day to verify if the class is moved online, moved outside, or canceled.
  • Individual Training may remain (with facility reservations)
  • Participants/guests must wear face coverings at all times for indoor and outdoor activities.
  • Locker rooms should be closed
  • Live streaming of dance/theatre performances encouraged with social distancing of performers and minimum operational staff

Outdoor recreational activities

Outdoor sports classes, outdoor fitness classes, Skating/Hockey classes

  • Outdoor sports and recreation programs are allowed but participant groups and practices outdoors limited to 10 persons or less with social distancing.
  • All outdoor preschool/youth/adult enrichment programs will move to COVID contingency plan stated on registration materials. Program managers will reach out to participants by end of the day to verify if the class is moved online, moved outside, or canceled.

Childcare

Children’s Circle, Kids Club Essential Enrichment Camp

  • Child care facilities will continue to operate subject to DCFS guidelines.
  • If District 35 goes fully remote, Kids Club will offer a full day care camp. 

Preschool

Early Learning Center

Watts Rink Operations

Public Skate, Open Hockey, ice rentals

  • Rink visitors will not have access to the inside of Watts Center. Externally heated restrooms are available for use by patrons. There will also be heat lamps located near the rinks to help keep guests warm.
  • Outdoor activities allowed at 25% capacity or less. This includes public skate and open hockey at Watts.
  • Reservations required for each guest for outdoor activities. This includes public skate and open hockey at Watts.
  • Outdoor group activities limited to 10 persons or less. This includes skating/hockey classes and private rentals.
  • Participants/guests must wear face coverings at all times

Rentals

Takiff Center, Watts Center

  • No indoor rentals are permitted.

Office

  • All employees who can work remotely will. Staff will be available via email and phone to answer questions. 

Playgrounds

  • Face masks and physical distancing required. 

Special Events

  • Group events canceled
  • Virtual events and individual events that allow for social distancing will take place.
     

“We are committed to offering recreational outlets to keep you active, while also keeping you healthy. We understand the importance of our services not only for recreation but for the mental and physical wellness of our whole community,” said Executive Director Lisa Sheppard. “We are in the process of reviewing how Glencoe Park District programs and services may still operate in compliance with the restrictions. It is important to consider how these activities can be facilitated safely, without compromising the quality of our programming.”

The State will use positivity rates and hospital capacity metrics in regions over a 14-day monitoring period to determine if mitigations can be relaxed, if additional mitigations are required, or if current mitigation should remain in place. In order for a region to move back to Tier 2 mitigations, a region must experience less than 12 percent test positivity rate for three consecutive days AND greater than 20 percent available intensive care unit (ICU) and hospital bed availability AND declining COVID hospitalizations in 7 out of the last 10 days.
